For plots determined to be residential and habitable, research staff made up to three attempts to enumerate members of each household on the plot. If, after three attempts, nobody was found at home, the research staff member approached a neighbor or a representative at the Village Development Committee for assistance. This third-party informant, who was required to be 18 years of age or older, was asked if members of the household stayed there regularly, temporarily/seasonally, rarely or never.
Information from third-party informants on occupancy was not available for Pair 1 communities but was available for all subsequent community pairs.
All enumerated and/or enrolled households were considered regularly occupied. Irrespective of enumeration or enrollment status, if research staff encountered someone at home the
